The cover image didn’t make me think of Public Art - actually thought it was about Public Transport when I saw the image.
The cover image is really bad for the subject. Part of the process is research.
There’s plenty of magazine examples online.
You really should study these magazines and firstly try to understand the design decisions.
One caught my eye
Not that this doesn’t have production issues - it would need to be centre fold of a section - or else it would be difficult to line up the gradient.
That’s something you can ask your tutor about.
Ultimately - I think you need to research more.
Experiment and be bold with decisions.
