Photoshop Grdient Stroke Layer

Hey all -
I have an illustration of a crow that I would like to airbrush a shadow on the feathers in Photoshop. I was going to use a gradient stroke on a stroke layer. What I see happening is that each stroke that I put on the feathers is actually just a part of the entire layer. I may as well just put a gradient behind the whole thing. I’d like each stroke to be independent.

You’ll have to make a new layer for every feather.

I was afraid of that.
Sounds like it would make more sense to do the painting in Illustrator rather than Photoshop.
