Is there any negative SEO effect of setting up a 301 redirect form a co . uk domain to .com ?

No there is no negative effect while changing one domain to another domain using 301 redirect because 301 redirect is the permanent one. By the new principles you can use any code like 302 or 3xx but 301 is the permanent redirect code which doesn’t loose the page rank of your site.
