Where is a good place I can create mockups?
For what?
I don’t mean to sound dismissive, but your question is a little vague. The best place to create mockups is on your computer using whatever graphics software is appropriate for the job. If you have Adobe Creative Suite, you’ll have most everything you need. If not, it depends on the situation.

I meant a mockup for a packaging design, like a box.
Are there others, other than Adobe?
Back in the day, I designed the package, the printed it out, and applied it to a box, then would photograph it in staging. No software required.
But for 3d Packaging, I’ve used BoxShot for years, love the software, you can mockup directly from Illustrator using their Origami plugin. Truly amazing.
I’ve tried the Adobe versions, not as versatile in my opinion. In all, don’t ‘really’ need it. But in a pinch can squeeze something out of the 3D bottle.
You can check on internet, there are many programs to make mockups, even you can use Figma or even Canva has a Mockup generator : https://www.canva.com/create/mockup-generator/ but I would prefer to use myself a SVG program (like Inkscape) or you can, Adobe Illustrator or Affinity Designer. There is also a Office Suite (Libre Office) that comes with a Draw (Libre Draw) there is another free program called Scribus you can make Mockups too.

Usually all vector graphics programs like Illustrator, Inkscape, Affinity Designer Vector program, etc… they are very useful to built mock-ups even Indesign or Scribus can be useful for this. I just prefer to use a vector program that use SVG format and in this case Inkscape. Most popular program is Figma for doing mock-up and I forgot to say there is another program (free too) name is Lunacy which is compatile with figma.
The problem is, my box is not planned to be like the regular cube, rectangular or cylinder. It’s in the shape of a heart similar to this:

There aren’t any mockups with that shape.
No, there aren’t many. Cylinders and boxes are easy. A 3d Valentine heart is another matter. It would be entirely doable in 3D software, but the learning curve probably isn’t worth the effort.
So you want to make a box of chocolate to look like a heart box of chocolate ?, the box you are showing us, it is in 3d as Just-B said. May be if you have access to an AI tool you can ask to make a chocolate box with a form of a heart.

To give my teacher a clear explanation of what my packaging design is, I decided to make a mockup of it. She didn’t actually say anything about not using AI. And it’s not to be manufactured.
I checked out Photoshop too, I might use its mockups for future projects.

You could then get the Origami plugin for Illustrator and design directly onto it.
The only solution to make Mock-up is to use a pen and graph paper as you have an idea, then bring to photoshop and any other graph program that you like to use.
