I’d do it in two pieces of software: 3D modeling software, like Blender (free) for the 3D parts (if not a photo) and Illustrator or Affinity Designer for everything 2D and quasi 3D in front

I agree with Maarten.

There are several 3D applications that could have produced the 3D parts of the image — all of them with an initial straight-up learning curve. There might also have been some post-rendering work done in Photoshop, but it’s hard to say.

The lines and 2D graphics could also have been done several ways — most likely by placing the final raster file into Illustrator and drawing those things over it. Like I mentioned, though, it could have been assembled in several different ways — it’s impossible to say which one for sure.
