I don’t know of any way to duplicate what you’ve shown, but as WhiteBird mentioned, there are plenty of tutorials to be found by searching Google that will get you headed in the right direction. In addition to the search WhiteBird suggested, you might try searching for chrome neon Photoshop tutorial,

You can use Nickainley font, it will look good! For fx you can use shadow, bevel and emboss but it’s an old school fx.
